How do I connect 15pin Serial port Joystick by using USB?

well there are adapters, and technically a joystick is a serial adapter it is not classified as that as most serial adapters are 9 or 25 pin.
but you need one of these, they will let you do what you want. Might be cheaper though to buy a new joystick.

Either an adapter piece, or a PCI card with the 15pin port that you need.
